CERTIFICATION BY ASSESSOR <br />The undersigned duly appointed and' qualified Assessor of Anoka County, Minnesota, <br />certifies as follows: <br />(1) That I have reviewed the foregoing Assessment Agreement' between the City of <br />Ramsey and Professional "Properties, LLC, a Minnesota Limited Liability <br />Company dated -April I, 2005. <br />(2) That for purposes of this certification, capitalized terms not otherwise defined in <br />this Certification have meanings given them in the Assessment Agreement. <br />(3) That I am legally responsible for assessment of the Development Property. <br />(4) . That I have reviewed the plans and specifications for the Minimum Improvements <br />to be constructed on the Development Property by the Developer. <br />(5) That I find that the Minimum Market Value of One Million Five Hundred <br />Thousand and 00/100's.
