CWMMI") has applied to the City of Ramsey <br />("CITY") for a conditional use permit and site plan approval to allow the following use: <br /> <br />Use land currently zoned I-1 Industrial and located within Anoka <br />County Landfill Inventory Site "P" as a "Class I" (Yard Waste Only) <br />Compost Facility on the following described property: <br /> <br />P.I.N. 27-32-25-14-0001 <br /> <br />The Southeast Quarter of the Northeast Quarter of Section 27, <br />Township 32, Range 25, Anoka County, Minnesota <br /> <br />EXCEPT that part platted as Anoka County Highway right-of-way <br />Plat No. 1, recorded July 16, 1974. <br /> <br />("Site") <br /> <br />That the site on which the proposed use is located is 33.4 acres in size. WMMI proposes <br />to use 14.5 acres of the total land area as composting area, 3.4 acres as the curing area, 1.0 <br />acre as tipping area and 14.5 acres for a drainage and buffer area. These specific areas are <br />shown on the attached exhibit "A" entitled "Facility Layout". <br /> <br />That WMMI appeared before the Ramsey Planning and Zoning Commission for a public <br />hearing pursuant to Section 170.013D of the Ramsey City Code on February 6, 1990 and <br />that said public heating was properly advertised. Notice of said public heating was <br />published in the City's legal newspaper, Anoka County Union, on January 26, 1990 and <br />mailed notices of the public hearing were sent at least 10 days prior to the public hearing to <br />property owners within 350 feet of the user boundaries of the property in question. <br /> <br />That the minutes of the public hearing are attached hereto and incorporated herein as if fully <br />set forth at this point. <br /> <br />That at the public hearing, WMMI made a presentation describing it's proposed project <br />which WMMI stated is consistent with the elements previously described in Finding #1 <br />above. <br /> <br />That at the public hearing, all members of the public who desired to testify were given that <br />opportunity. <br /> <br />That WMMI has submitted its' a written proposal to the City, which is entitled "Anoka <br />Regional Composting Facility" dated January 16, 1990. <br /> <br />That the property adjacent to the site to the North, South, and West is zoned Industrial and <br />to the East is Residential. <br /> <br />That no residential dwelling directly abuts the site on any boundary. <br /> <br /> <br />
