I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />! <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I it / <br /> <br />10) <br /> <br />11) <br /> <br />12) <br /> <br />13) <br /> <br />14) <br /> <br />15) <br /> <br />16) <br /> <br />18) <br /> <br />19) <br /> <br />2O) <br /> <br />That the actual site for the yard waste composting facility within the site is proposed to be a <br />distance of at least 650 feet from the closest residences to the East. <br /> <br />That the proposed use of the land for yard waste composting is similar to the existing <br />landfill use and recycling operations which is the use of the property directly to the North <br />of the site. <br /> <br />That WMMI presently proposes no permanent improvements or structures on the site, such <br />as storage buildings, etc. <br /> <br />That on February 26, 1990 the Ramsey City Council adopted it's Resolution 4/90-02-56 <br />which requested the Metropolitan Council and Anoka County to act upon WMMI's <br />application pursuant to Minnesota Statutes Section 473.806. A copy of said Resolution is <br />attached hereto and incorporated herein as fully set forth at this point. <br /> <br />That on April 24, 1990, the County of Anoka passed a resolution which states as follows: <br /> <br />"...the request of Waste Management of Minnesota, Inc. for a partial <br />abrogation of the development limitation on a portion of site "P" for the <br />development of a yard waste composting operation be approved and it is <br />further recommended that the specific area approved for such abrogation of <br />the development limitation be limited to the area delineated in the approved <br />license. It is further recommended that this abrogation be subject to the <br />condition that Waste Management of Minnesota, Inc. submit assurances <br />acceptable to the County Attorney's Office that they will not seek <br />compensation for the compost operation if site "P" is selected." <br /> <br />That on March 22, 1990, the Metropolitan Council passed a resolution which states as <br />follows: <br /> <br />"That the Metropolitan Council adopt this report and approve the request of <br />Waste Management of Minnesota, Inc. to abrogate the development <br />limitation for a portion of Anoka County consolidate landfill site "P" to <br />allow the installation of a yard waste composting operation subject to the <br />following condition: <br /> <br />1) <br /> <br />That Waste Management of Minnesota, Inc. remove, or pay for the <br />cost of removal, of any and all material should site "P" be selected <br />for use as a solid waste facility." <br /> <br />That WMMI stated that another concern with the project could be groundwater <br />contamination. WMMI stated that material in a compost pile is the same material found on <br />forest floors and not associated with groundwater contamination and that studies have <br />shown that there has not been significant contamination problems because of compost sites. <br /> <br />That odor may be a concern if the site is not properly managed. <br /> <br />That the groundwater pollution may be a concern if the site is not properly managed. <br /> <br />That the additional traffic generated by the proposed use does not appear to be significant. <br /> <br />That WMMI proposes that the site hours would be the same as those for the adjacent <br />landfill. <br /> <br /> <br />
