Anoka County Task Force indicates that <br />the annual amount of yard waste is approximately 22,000 tons. <br /> <br />That the City has taken a position that there should be no any landfill related activity <br />permitted in the buffer area of Site "P". <br /> <br />That WMMI has stated that wood chips from the tree prunings will be used to provide a <br />work surface on the composting and tipping areas and will also be made available to the <br />public for use as landscaping material. <br /> <br />That surface water run-off will be diverted to low areas within the site and WMMI has <br />stated that the existing low areas are large enough to accommodate spring snow melt. <br />WMMI has indicated that little additional site grading is anticipated. <br /> <br />That WMMI has stated that slightly elevated perimeter and site access roads will be <br />constructed with the perimeter road going completely around the facility. Some permanent <br />roads will be constructed on the interior of the facility. <br /> <br />That WMMI has stated that they believe it is in the best interest to provide berming as <br />screening of the facility from Sunfish Lake Blvd. <br /> <br />That WMMI stated that the facility will be secured by enclosing it with welded wire fence. <br /> <br />That WMMI has indicated equipment currently owned by it will be available for the <br />compost operation, including two (2) front-end loaders, one (1) debagger, one (1) wood <br />chipper and one (1) water track. <br /> <br />That no other conditional use permits for composting sites have been issued in the City. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br /> <br />That the proposed use will substantially adversely impair the use, enjoyment or market <br />value of any surrounding property. <br /> <br />That the proposed use will be harmonious and in accordance with any specific objectives of <br />the Comprehensive Plan. <br /> <br /> <br />
