That the proposed use will be disturbing to existing or future neighboring uses. That the proposed use will not be hazardous to existing or future neighboring uses. That the proposed use will not be a substantial improvement to property in the immediate vicinity and to the community as a whole. That the proposed use will be served adequately by essential public facilities and services. That the proposed use will not create excessive additional requirements at public cost for public facilities and services. That the proposed use will not be detrimental to the economic welfare of the community. That the proposed use will be consistent with the intent and purposes of Chapter 170.013D of the Ramsey City Code. That the proposed use appears to be inconsistent with Resolution ~490-02-48: Adopted by the Ramsey City Council February 13, 1990 and stating the City's position with respect to candidate landfill site buffers.
