I i I I I I I I I I I I I I I I I I I CONDITIONAL USE PERMIT (CUP) WASTE MANAGEMENT OF MINNESOTA, INC. YARD COMPOSTING FACILITY On , 1990, a conditional use permit ("CUP") and site plan approval was issued by the City of Ramsey ("City") to Waste Management of Minnesota, Inc. ("WMMI") to operate a yard waste compost facility in the I-1 Industrial District on approximately 33.4 acres of land within the parcel of record legally described as follows: P.I.N. 27-32-25-14-0001 Legal Description: The Southeast Quarter of the Northeast Quarter of Section 27, Township 32, Range 25, Anoka County, Minnesota. EXCEPT that part platted as Anoka County Highway right-of-way Plat No. 1, recorded July 16, 1974. This permit is issued pursuant to Section 170.013D of the Ramsey city Code. The conditions of this permit are as follows: Term. This permit is issued for a term of four and one half years (4.5 years) so long as the conditions imposed herein are complied with. The expiration date is March , 1995. Site. The specific site within the Parcel of Record where the yard waste composting operations shall be carried on is approximately a 33.4 acre site as shown on the attached Exhibit "A" and which site is hereinafter referred to as the "Site". 3. Activity The operation of the Anoka Regional Composting Facility shall be specifically limited to that described in WMMI's application and description dated January 16, 1990 together with site plans attached thereto except as modified herein. Noise. Noises emanating from the site and operations shall be in compliance with and regulated by the State of Minnesota Pollution Control Standards, Minnesota Regulations MPC, as amended except as modified herein by City requirements. Dust. The emission of dust or other particulate matter shall be in compliance with and regulated by the State of Minnesota Pollution Control Standards, Minnesota Regulation APC 1-15, as amended except as modified herein by City requirements. 1
