I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />23. <br /> <br />24. <br /> <br />25. <br /> <br />Tree Pruning <br /> <br />Tree prunings shall not exceed an air space volume of more <br />than 2,000 cubic yards at which time chipping shall commence. <br />Tree prunings accepted at the site shall be limited to <br />branches less than six inches in diameter. Diseased trees <br />shall be processed in accordance with state laws, county and <br />local ordinances and within time periods as may be specified <br />by County tree inspectors or City forester for optimum <br />control. Diseased tree prunings, if not chipped within the <br />time specified by the inspector, shall be covered with a <br />minimum of 6 mil plastic until July 1. <br /> <br />Open Burning <br /> <br />Open burning of the tree prunings or other debris is <br />prohibited. <br /> <br />Monitorinq <br /> <br />WMMI shall require removal of all plastic bags from the waste <br />prior to placing in windrows. The yard waste shall be <br />monitored weekly April 1st through October 31st to facilitate <br />optimum decomposition and to minimize odors and to assure <br />moisture, oxygen, temperature and pH. <br /> <br />Operation <br /> <br />WMMI shall maintain levels of oxygen, moisture and <br />temperature. A windrow machine shall be used April through <br />October to rotate composting material to maintain adequate <br />oxygen, temperature and moisture control so as to minimize <br />odors and to assure rapid decomposition. <br /> <br />Curing Piles <br /> <br />The height of the curing piles shall not exceed the uppermost <br />elevation of screening materials so that the piles cannot be <br />seen from public roadways or residential areas. <br /> <br />Odor <br /> <br />Upon any legitimate and substantial complaint of odors <br />received by the City, WMMI shall be notified and will have 48 <br />hours to satisfactorily remedy the problem. If the odor <br />problem cannot be resolved within 48 hours, compost facility <br />operations shall then cease until WMMI provides a plan and <br />suitable assurances that the odor problem will not reoccur or <br />will be controlled within the site. <br /> <br />4 <br /> <br /> <br />
