WMMI shall be responsible for removing litter <br />and debris along Sunfish Lake Boulevard caused by vehicles <br />using the yard waste composting facility. Litter and debris <br />removal activities shall be instituted promptly following <br />information of such accumulation. In the event WM~I fails to <br />remove litter or debris within 24 hours of notice of accumula- <br />tion by the City, the City may cause such litter or debris to <br />be removed. The City shall bill the cost of such removal to <br />WM/~I, and payment shall be remitted within 30 days of the date <br />of such billing. Visual checks for litter and debris accumu- <br />lation shall be made at least once daily by employees of WMMI. <br /> <br />Yard Waste Composting Equipment. Ail equipment and vehicles <br />utilized at the yard waste composting facility shall be <br />periodically inspected and maintained to minimize noise, <br />safety and fire safety concerns. <br /> <br />Water Quality. Surface and ground waters originating outside <br />and passing through or adjacent to the yard waste composting <br />site and runoff water discharged from the site shall, at its <br />point of departure from the Parcel of Record, meet all <br />applicable federal and state water quality standards as they <br />exist from time to time during the period of this CUP. The <br />operator shall perform any water treatment necessary to comply <br />with applicable state and federal water quality standards as <br />they exist from time to time during the period of this CUP. <br /> <br />Screeninq. WMMI agrees to screen the yard waste composting <br />facility from any public roadway or residential area. WMMI <br />shall submit a screening plan to the City Engineer for <br />approval prior to commencing operations. Such screening shall <br />be achieved using grading, landscape elements, and/or plant <br />materials as necessary which shall achieve up to 90% opacity. <br /> <br />17. Capacity <br /> <br />The capacity of the compost facility shall be limited to gate <br />receipts of no more than 23,200 tons annually. <br /> <br />18. Security <br /> <br />WMMI shall fence the perimeter of the compost facility as <br />described in their application submittal, and shall restrict <br />access to the site by requiring users to stop at the landfill <br />office for routine load inspections by WM/~I prior to entering <br />the facility. <br /> <br />19. Covered Load Incentive <br /> <br />WMMI shall implement and maintain a pricing structure <br />providing a significant incentive to users for covering loads. <br /> <br />3 <br /> <br /> <br />
