I <br />I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> <br />Pick-up of a container and information by residents at the Municipal Center has been considered, but <br />identifying and staffing for the number of residents that could arrive at any one time is difficult, if not <br />impossible. Failure to serve a citizen promptly most likely would result in a negative start for this new <br />program. <br /> <br />The contract for the recycling service could be amended such that the first stop at each address would be <br />to deliver a recycling container. This would provide delivery for initial program implementation and also <br />future additions to the households served. <br /> <br />A contract must be awarded to the lowest responsible bidder for implementation <br />by October 1, 1990. <br /> <br />Awarding a contract to the lowest responsible bidder at tonight's meeting will provide for implementation <br />by October 1. Containers could be delivered during the first half of October with the first pick-up during <br />the last half of October. <br /> <br />5. The need for program coordination by City staff. <br /> <br />City staff will need to answer questions and provide information to residents about this recycling effort, <br />communicate and resolve concerns between residents and the contractor, provide the contractor with <br />additional service locations and perform other liaison functions as required. These needs will be critical <br />during the start-up, but will be ongoing needs of the program. During budget meetings and discussion/ <br />approval of the City's organization chart, the unfunded position of "Public Relations" has been discussed <br />to perform environmental and/or grant program coordination, to serve as editor of the Ramsey Newsletter <br />and to be the City's liaison with Cable TV. This position should be the City's Recycling Coordinator for <br />this program, Sylvia Frolik should be relieved of the Editor responsibility for the Ramsey Resident, and <br />a staff liaison with Cable TV has been missed. This position would be a full-time position and the salary, <br />benefit, and other costs associated would be in the range of $24,000 to $27,000 with funding provided <br />by the Landfill Tipping Fee Fund. <br /> <br />Staff Recommendations: <br /> <br />Contracted service costs for the first six months of the program (October 1, 1990 through March 31, <br />1991) be funded from the Landfill Tipping Fee Fund. This would provide six months for the program to <br />become fully operational, and for residents to have regularly participated and be informed. The contracted <br />expenditures for 3500 households would total $24,150. Staff further recommends that the cost of the <br />recycling program after March 31, I991 be billed to residents. <br /> <br />If residents are to be billed for the recycling service, it is recommended the City's Finance Office perform <br />this function with the cost of billing included at the rate of $1.00 per month for the current contracted <br />services tenn. <br /> <br />The actual invoicing to residents would be at the rate of $2.15 per month ($1.15 for services provided by <br />Ace Sanitation plus $1.00 for invoicing costs) or a quarterly charge of $6.45 <br /> <br />The contract for recycling services be amended to specify the first stop at each address would be for <br />delivery of a recycling container and information. The pick-up service work then begin on the next <br />regularly scheduled bi-monthly date. <br /> <br />The contract be awarded to Ace Sanitation as the lowest responsible bidder with the City performing the <br />billing function. <br /> <br />The position of public relations be funded from the Landfill Tipping Fee Fund as a full-time, permanent <br />position. The purpose of the Landfill Tipping Fee revenue is to mitigate the negative impacts of being a <br />host community to a landfill. One of those negative impacts is "image", i.e.Public Relations. <br /> <br /> <br />
