I <br /> <br />I <br />I <br />I <br />I <br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STATUS OF CANDIDATE LANDFILL <br />SITE SELECTION <br /> By: Merland Otto <br /> <br />Background: <br /> <br />Over the last several months, the Site Selection Authority has been <br />meeting each month to review various technical documents which will <br />be incorporated'fn-to the draft EIS for the site selection process. <br />Attached are our comments on the documents to date. As indicated, <br />these comments have been submitted to Anoka County in written form. <br /> <br />The Site Selection Authority meetings have now been adjourned until <br />the Chair calls a meeting. In the interim, the following is <br />anticipated: <br /> <br />- Draft EIS will be submitted to County staff for review <br /> (reportedly within the next few days). <br /> <br />Draft EIS will be made available to communities (may or may <br />not be before available to public at large but may be several <br />months). <br /> <br />- Notice of availability in EQB's "Monitor" (this action sets <br /> the clock in motion). <br /> <br />Within 15 days of notice of availability in Monitor, at least one <br />public hearing must be held (this will most likely be three - one <br />for each site). <br /> <br />Comment period of at least 10 days must be allowed following the <br />hearing(s). <br /> <br />County must respond to timely and substantive comments (within 60 <br />days). <br /> <br />Final EIS is distributed. <br /> <br />County Board must determine adequacy of EIS (this is a key action <br />since it sets in motion the site selection decision). If the <br />County 'determines that the EIS is deficient, they have 60 days to <br />revise. <br /> <br />As is evident, the EIS process may likely stretch into 1991 with <br />a site selection decision being made within a couple of months <br />after the EIS adequacy determination. <br /> <br />If a site is selected, a site specific EIS may be required. <br /> <br /> <br />
