I
I
I

I
!
I

i
I

One of the concerns that has been expressed by the communities to
the County Board members on the Authority is that Anoka County
seems to be marching through the process to select a site, while
Hennepin County is now in a holding pattern and Washington County
is still several months behind. The underlying concern is that
Anoka County will be at the front of the line, will make a site
selection and negate the need for a selection in either Hennepin
or Washington Counties.

We have ranked the sites based on our review of the technical
documents received at this point. Our review indicates that Site
P should be ranked the least suited of the three sites all things
thus far considered. This can change, however, based on the weight
given to various criteria as well as the extent technical criteria
are going to be used to make a decision.

Comparative Ranking of Three Sites
1 Most suited/or least impact
2 Moderate
3 Least suited/most impact

Category
Flora &bFauna/Endangered Species
Traffic
Cultural/Arch.
Clay Borrowc
Airport
Noise

Hydroqeoloqic Considerations
Horizontal Flow
Vertical Flow
Till Breach/Aquifer Contamination
Existing Site Contamination
Ability to Monitor
High Capacity Wells

Preliminary Design Considerations
Expansion Capability
Variance Required on Slopes for Volume
Fill in Wetlands
Development Costs:
Ash
MSW
Cost/Ton:
Ash
MSW

D P Q
~a 2 1
3 1 2
1 1 1

-- 3 --
1 2 2

a)

1 3 2
1 3 2
1 3 2
2 3 1
2 3 1
1 3 2

b)

c)

2 2 1
2 2 1

2 1 3
3 2 1

2 1 3
2 3 1

Did not allow site access for field investigation.
Did not consider traffic impacts in other communities/cover
material.
Dayton site assumed for all clay borrow.
