Little evaluation ha~ been presented, however, which assists members of t~e_. Authority .... in 3 making ..... - comparisons of the relative merits ~f ene site over another. We also believe that it would make sense to prepare preliminary draft findings of fact relating to each of the technical documents so that the Authority can review these while that particular technical issue is being discussed. It would seem to be particularly difficult for members of the Authority to recall discussion of perhaps weeks or months earlier (particularly without the benefits of a meeting transcript or tape) in considering specific findings of fact. We also believe that a n~mber of responses to verbal questions raised at past meetings have been very shallow and without any substantial documentation. It would seem that the County should make every reasonable effort to address these questions in a meaningful manner at this point, since it's most likely that similar questions will be raised during the public hearing process. The City also wishes to make clear its position that while the City will endeavor to make its questions and concerns known as early in the process as possible, it reserves the right to raise additional concerns during the actual comment period on the draft EIS and during the public hearing process. At this point, the specific questions or comments which we have are: Phase I Cultural Resource Survey No comments at present° Flora and Fauna Technical Memorandum While this memo touches on wetlands, it doesn't fUlly describe impacts to Wetland l17W. This is a protected wetland which is incorrectly delineated on the site boundary delineation map. Waste Boundary Delineation The most recent map that we have seen incorrectly delineates wetland llTW. The upper lobe of this wetland has been arbitrarily cut off and a portion is included in the fill area.
