Little evaluation ha~ been presented, <br />however, which assists members of t~e_. Authority .... in 3 making ..... - <br />comparisons of the relative merits ~f ene site over another. <br /> <br />We also believe that it would make sense to prepare preliminary <br />draft findings of fact relating to each of the technical documents <br />so that the Authority can review these while that particular <br />technical issue is being discussed. It would seem to be <br />particularly difficult for members of the Authority to recall <br />discussion of perhaps weeks or months earlier (particularly without <br />the benefits of a meeting transcript or tape) in considering <br />specific findings of fact. <br /> <br />We also believe that a n~mber of responses to verbal questions <br />raised at past meetings have been very shallow and without any <br />substantial documentation. It would seem that the County should <br />make every reasonable effort to address these questions in a <br />meaningful manner at this point, since it's most likely that <br />similar questions will be raised during the public hearing process. <br /> <br />The City also wishes to make clear its position that while the City <br />will endeavor to make its questions and concerns known as early in <br />the process as possible, it reserves the right to raise additional <br />concerns during the actual comment period on the draft EIS and <br />during the public hearing process. <br /> <br />At this point, the specific questions or comments which we have <br />are: <br /> <br />Phase I Cultural Resource Survey <br /> <br />No comments at present° <br /> <br />Flora and Fauna Technical Memorandum <br /> <br />While this memo touches on wetlands, it doesn't fUlly describe <br />impacts to Wetland l17W. This is a protected wetland which is <br />incorrectly delineated on the site boundary delineation map. <br /> <br />Waste Boundary Delineation <br /> <br />The most recent map that we have seen incorrectly delineates <br />wetland llTW. The upper lobe of this wetland has been arbitrarily <br />cut off and a portion is included in the fill area. <br /> <br /> <br />
