At another point,..th~C_o_u~ty has indicated that a 3db <br />...... increase repres-ents a doubling of noise~ This should-be clarified <br /> with the Authority and consistently deemed as significant._~ <br /> <br />Airport Impacts <br /> <br />We believe guidance provided by state and federal rules and <br />policies is straight forward for both the existing airport and the <br />proposed airport improvements. <br /> <br />As a point of information, the Attorney General's office rendered <br />a decision on August 14, 1989 upholding the City's home rule <br />charter on the airport zoning election which prevented the airport <br />safety zoning ordinance from going into effect. <br /> <br />The City Council at their August 14, 1990 meeting voted to proceed <br />with airport improvements, and directed staff to prepare necessary <br />documents to enter into state agency (Mn/DOT) agreements for <br />proceeding with the improvement project. <br /> <br />The minutes of August 9, 1990 state that "...the vertical expansion <br />of the existing landfill is limited to elevation 1020 which would <br />be low enough to allow the reorientation of the airport runways"° <br />This was incorrectly recorded. <br /> <br />The height of the landfill relates to the imaginary surfaces <br />(protected airspace) as defined by Federal Aviation Regulations <br />(FAR) Part77.25 and has little bearing on runway orientation. The <br />runway cannot be reoriented due to other physical constraints <br />unrelated to the landfill and due to crosswind coverage provided <br />by this orientation. <br /> <br />HydrogeolQgic Investigation <br /> <br />We are including our review of this section and specific concerns <br />are included in this review. This review was transmitted earlier <br />to Commissioner Steffen who in turn transmitted it to Bob <br />Hutchison. <br /> <br />Engineering Design Concept <br /> <br />Preliminary comments only. <br /> <br />The preliminary design indicates that landfilling will occur in <br />protected wetland l17W as well as within shoreland management zones <br />associated with wetlands l17W, l18W and 667W. <br /> <br /> <br />
