We fail to see how. the proposed de-sign meets with the statutory requirement that preference be givento returning the landf~-t~--to a productive end use. The text does not adequately' address this for any of the sites but simply presents a wish list of possible uses. Realistically, what end uses can be planned for the candidate landfill sites which will be reflected in the landfill design? How might this change the design concepts? What screening provisions are there in the design concept? It appears that the relationship of the proposed fill to Site P boundaries on the west, north and south does not provide sufficient area to achieve'sufficient screening, plus drainageways, access roads, monitoring wells, etco Planned Surface water runoff diversion to a sedimentation basin and then discharge to wetland areas is questionable during the operational stages. While this may be adequate for erosion/sedimination control, this may not adequately address contaminated runoff generated in operational phases. We would like to see this addressed in more detail. How does this liner design differ from those proposed at candidate fills in Hennepin County which are situated in heavier, clay soils? We would appreciate your response to these concerns as we move through the process. Thank you for the opportunity to comment at this time.
