I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Intrinsic Suitability <br /> <br />Site intrinsic suitability is a measure of whether a site is likely to satisfy rules under <br />Minnesota Statutes Section 115A.03. Thirteen criteria, consisting of six primary and <br />seven secondary criteria, have been used by the MPCA in evaluating site suitability. <br />proposed site that fails to meet one or more of the six primary criteria is defined as <br />being not intrinsically suitable. These six primary criteria include: <br /> <br />A <br /> <br />The fill area cannot be within: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />1,000 feet of the normal high water mark of a lake, pond or flowage; <br />300 feet of a stream; <br /> <br />A regional 100 year floodplain, or <br /> <br />a wetland; <br /> <br />present a bird hazarit to an airport; <br /> <br />karst development is present on-site. <br /> <br />Site P has an eastern boundary that is within approximately 500 feet of Grass/Sunfish <br />Lake. A significant amount of wetland area is present in the southwestern corner of the <br />site and is located approximately 750 feet from the end of the east-west runway of the <br />Gateway North Industrial Airport, thus apparently failing to meet three of the six primary <br />criteria. <br /> <br />Site D contains 71 acres of wetlands and Site Q contains 8 acres of wetlands and thereby <br />exceed that applicable primary criteria. <br /> <br />There are seven additional secondary criteria that could also render a site intrinsically <br />unsuitable depending upon the extent engineering measures must be relied upon to <br />overcome them.
