Dear Mr. Hartley: On Monday, September 10, the Anoka-Hennepin School Board approved an excess levy referendum to be held on Tuesday, November 6, 1990. The referendum proposal is for 12% of tax capacity to cover a period of six years. After a period of significant program reductions, lower than average salary settlements, and lack of immediate success with equity funding at the state level, the district has little alternative other than to ask our local taxpayers to help support the operating costs of the school district through a levy referendum. This referendum will be directed at program improvement through: Improved teacher-pupil ratios to address class size "At Risk" programs Restoration of programs that have been reduced Salary equity for employees By law, the November general election date is the only time available for an excess levy vote. The decision of the School Board was made after'reviewing data provided by a community survey done this summer by Decision Resources, Inc.
