CASE <br /> <br />By: <br /> <br /> HEALTH INSURANCE FOR <br /> CITY COUNCILMEMBERS <br />Kay McAioney, Personnel Coordinator <br /> <br />Background: <br /> <br />At the July 24, 1990 City Council meeting there was discussion regarding the Ramsey City <br />Councilmembers' salaries. City Administrator David Hartley stated any changes to the level of the <br />City Council's compensation or benefits would require an ordinance change. Mr. Hartley noted <br />that the insurance benefit for the City Council is currently $170 per month and that if the City <br />Council chooses to tie their insurance rate to an escalating factor, it would have to be done so by <br />ordinance. Mayor Reimann noted that the cost of health insurance to the City Council escalates just <br />as it does for regular City Staff and that it should be appropriately addressed in order that City <br />Council can receive the same insurance benefits as City Staff. <br /> <br />The following is a list, by group, of the amount the' City of Ramsey contributes monthly for health <br />insurance: <br /> 1988 1989 1990 <br /> <br />AFSCME $170 $182 $195 <br /> <br />LELS $182 $194 $207 <br /> <br />Administration $170 $182 $195 <br /> <br />City Council $170 $170 $170 <br /> <br />The 1990 Omnibus Pension Bill included an expansion of the defined contribution plan <br />administered by Public Employees Retirement Association (PERA) to include elected public <br />officials who exercise their option to participate (see attached article). <br /> <br />Also, PERA has announced the annual open enrollment period for participation by PERA members <br />in the voluntary group term life insurance program. During this open enrollment period, <br />employees who are active members of PERA may enroll without showing evidence of good health, <br />even if you have chosen not to enroll in the past. <br /> <br />The open enrollment period ends Novembe 30, 1990, so enrollment forms will need to be <br />completed by November 9, 1990. This will be the last chance to join for $9 per month.
