I <br />I <br />I <br /> <br />I use: <br />4) <br /> <br />PROPOSED FINDINGS OF FACT <br />WASTE MANAGEMENT OF MINNESOTA, INC. <br />CONDITIONAL USE PERMIT AND SITE PLAN APPROVAL TO ESTABLISH THE YARD <br />WASTE COMPOST SITE <br />October 17, 1990 <br /> <br />That Waste Management of Minnesota, Inc. ("WMMI") applied <br />January 16, 1990 to the City of Ramsey ("CITY") for a <br />conditional use permit and site plan approval and amended in <br />their submittal of October 16, 1990 to allow the following <br /> <br />Use land currently zoned I-1 Industrial and <br />located within Anoka County Landfill Inventory <br />Site "P" as a "Class I" (Yard Waste Only) <br />Compost Facility on the following described <br />property: <br /> <br />P.I.N. 27-32-25-14-0001 <br /> <br />The Northeast Quarter of Section 27, Township <br />32, Range 25, Anoka County, Minnesota and more <br />specifically as shown on the Facility Location <br />Map submitted October 16, 1990. <br /> <br />EXCEPT that part platted as Anoka County <br />Highway right-of-way Plat No. 1, recorded July <br />16, 1974. <br /> <br />("Site") <br /> <br />That the site on which the proposed use is located is 27.1 <br />acres in size. WMMI proposes to use 23.1 acres of the total <br />land area as composting area, 3.0 acres as the curing area, and <br />1.0 acre as tipping area. These specific areas are shown on <br />the attached exhibit "A" entitled "Facility Location Map". <br /> <br />That the permit being sought is for a term of 4.5 years. <br /> <br />That WM~I appeared before the Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Section 170.013D <br />of the Ramsey City Code on February 6, 1990 and that said <br />public hearing was properly advertised. Notice of said public <br />hearing was published in the City's legal newspaper, Anoka <br />County Union, on January 26, 1990 and mailed notices of the <br />public hearing were sent at least 10 days prior to the public <br />hearing to property owners within 350 feet of the user <br />boundaries of the property in question. <br /> <br />That the minutes of the public hearing are attached hereto and <br />incorporated herein as if fully set forth at this point. <br /> <br /> <br />
