I I I I use: 4) PROPOSED FINDINGS OF FACT WASTE MANAGEMENT OF MINNESOTA, INC. CONDITIONAL USE PERMIT AND SITE PLAN APPROVAL TO ESTABLISH THE YARD WASTE COMPOST SITE October 17, 1990 That Waste Management of Minnesota, Inc. ("WMMI") applied January 16, 1990 to the City of Ramsey ("CITY") for a conditional use permit and site plan approval and amended in their submittal of October 16, 1990 to allow the following Use land currently zoned I-1 Industrial and located within Anoka County Landfill Inventory Site "P" as a "Class I" (Yard Waste Only) Compost Facility on the following described property: P.I.N. 27-32-25-14-0001 The Northeast Quarter of Section 27, Township 32, Range 25, Anoka County, Minnesota and more specifically as shown on the Facility Location Map submitted October 16, 1990. EXCEPT that part platted as Anoka County Highway right-of-way Plat No. 1, recorded July 16, 1974. ("Site") That the site on which the proposed use is located is 27.1 acres in size. WMMI proposes to use 23.1 acres of the total land area as composting area, 3.0 acres as the curing area, and 1.0 acre as tipping area. These specific areas are shown on the attached exhibit "A" entitled "Facility Location Map". That the permit being sought is for a term of 4.5 years. That WM~I appeared before the Ramsey Planning and Zoning Commission for a public hearing pursuant to Section 170.013D of the Ramsey City Code on February 6, 1990 and that said public hearing was properly advertised. Notice of said public hearing was published in the City's legal newspaper, Anoka County Union, on January 26, 1990 and mailed notices of the public hearing were sent at least 10 days prior to the public hearing to property owners within 350 feet of the user boundaries of the property in question. That the minutes of the public hearing are attached hereto and incorporated herein as if fully set forth at this point.
