6) <br /> <br />7) <br /> <br />9) <br /> <br />11) <br /> <br />12) <br /> <br />13) <br /> <br />14) <br /> <br />That at the public hearing, WMMI made a presentation describing <br />it's proposed project which WMMI stated is consistent with the <br />elements previously described in Finding #1 above. <br /> <br />That at the public hearing, all members of the public who <br />desired to testify were given that opportunity. <br /> <br />That WMMI has submitted a written proposal to the City, which <br />is entitled "Anoka Regional Composting Facility" dated January <br />16, 1990 and as amended by the WMMI submittal of October 16, <br />1990. <br /> <br />That the property adjacent to the site to the North, South, and <br />West is zoned Industrial and to the East is Residential. <br /> <br />That no residential dwelling directly abuts the site on any <br />boundary. <br /> <br />That the actual site for the yard waste composting facility <br />within the site is proposed to be a distance of greater than <br />a quarter mile from the closest residences to the East and <br />nearly 1,600 feet to the closest residences to the west. <br /> <br />That the proposed use of the land for yard waste composting is <br />similar to the existing landfill use and recycling operations <br />which is the use of the property directly to the north of the <br />site. <br /> <br />That WMMI presently proposes no permanent improvements or <br />structures on the site, such as storage buildings, etc. <br /> <br />That on April 24, 1990, the County of Anoka passed a resolution <br />which states as follows: <br /> <br />"...the request of Waste Management of Minnesota, <br />Inc. for a partial abrogation of the development <br />limitation on a portion of site "P" for the <br />development of a yard waste composting operation be <br />approved and it is further recommended that the <br />specific area approved for such abrogation of the <br />development limitation be limited to the area <br />delineated in the approved license. It is further <br />recommended that this abrogation be subject to the <br />condition that Waste Management of Minnesota, Inc. <br />submit assurances acceptable to the County <br />Attorney's Office that they will not seek <br />compensation for the compost operation if site "P" <br />is selected." <br /> <br /> <br />
