6) 7) 9) 11) 12) 13) 14) That at the public hearing, WMMI made a presentation describing it's proposed project which WMMI stated is consistent with the elements previously described in Finding #1 above. That at the public hearing, all members of the public who desired to testify were given that opportunity. That WMMI has submitted a written proposal to the City, which is entitled "Anoka Regional Composting Facility" dated January 16, 1990 and as amended by the WMMI submittal of October 16, 1990. That the property adjacent to the site to the North, South, and West is zoned Industrial and to the East is Residential. That no residential dwelling directly abuts the site on any boundary. That the actual site for the yard waste composting facility within the site is proposed to be a distance of greater than a quarter mile from the closest residences to the East and nearly 1,600 feet to the closest residences to the west. That the proposed use of the land for yard waste composting is similar to the existing landfill use and recycling operations which is the use of the property directly to the north of the site. That WMMI presently proposes no permanent improvements or structures on the site, such as storage buildings, etc. That on April 24, 1990, the County of Anoka passed a resolution which states as follows: "...the request of Waste Management of Minnesota, Inc. for a partial abrogation of the development limitation on a portion of site "P" for the development of a yard waste composting operation be approved and it is further recommended that the specific area approved for such abrogation of the development limitation be limited to the area delineated in the approved license. It is further recommended that this abrogation be subject to the condition that Waste Management of Minnesota, Inc. submit assurances acceptable to the County Attorney's Office that they will not seek compensation for the compost operation if site "P" is selected."
