I <br />I 15) That on March 22, 1990, the Metropolitan Council passed a <br /> resolution which states as follows: <br /> <br />I "That the Metropolitan Council adopt this report and <br /> approve the request of Waste Management of <br /> M~nneso~a, Inc. to abrogate the development <br /> limitation for a portion of Anoka. County candidate <br />I landfill site "P" to allow the ~nstallation of a <br /> yard waste composting operation subject to the <br /> following condition: <br />I 1) That Waste Management of Minnesota, Inc. <br /> remove, or pay for the cost of removal, of any <br /> and all material should Site "P" be selected <br />I for use as a solid waste facility." <br /> <br />i 16) That WMMI requested to be considered on the September, 1990 P&Z <br /> agenda after abrogation of development limitations were <br /> received. <br /> <br />I 17) That WMMI stated that a concern with the project could be <br /> groundwater contamination. WMMI stated that material in a <br /> compost pile is the same material found on forest floors and <br /> not associated with groundwater contamination and that studies <br /> have shown that there significant <br /> has <br /> not <br /> been <br /> contamination <br /> problems because of compost sites. <br /> <br /> I 18) That odor'may be a concern if the site is not properly managed. <br /> <br /> 19) That the groundwater pollution may be a concern if the site is <br /> not properly m?naged. <br />I 20) That the additional traffic generated by the proposed use does <br /> not appear to be significant. <br />I 21) That WMMI proposes that the site hours would be 8:00 a.m. - <br /> 5:00 p.m., Monday through Friday and 8:00 a.m. - 1:00 p.m. on <br /> Saturdays. <br /> I22) That WMMI has stated that the piles would be monitored for <br /> I temperature, oxygen, Ph, moisture content, physical appearance <br /> · and odors. <br /> <br /> i 23) That WMMI has stated that the proposed method of composting is <br /> the Rutger's Method, low level technology. <br /> <br /> 24) That WMMI stated that no additional oxygen induction system <br /> I will be used and it has proposed to turn the piles once a month <br /> or more often as monitoring indicates is necessary. <br /> <br /> i 25) That WMMI stated that during the turning of piles, there will <br /> be odor released. <br /> <br /> 3 <br />I <br /> <br /> <br />
