26) <br /> <br />27) <br /> <br />29) <br /> <br />30) <br /> <br />31) <br /> <br />32) <br /> <br />33) <br /> <br />34) <br /> <br />35) <br /> <br />36) <br /> <br />37) <br /> <br />That WMMI has indicated that if necessary, they will obtain the <br />services of a windrow machine and that this probably would be <br />necessary if the annual volume of yard waste reaches 7000-9000 <br />tons annually to ensure a successful operation. <br /> <br />WMMI has stated that the Anoka County Task Force indicates that <br />the annual amount of yard waste is approximately 22,000 tons. <br /> <br />That WMMI has stated that they plan to use a portion of the <br />compost material as final cover on the adjacent landfill. <br /> <br />That WMMI has stated that tree prunings will be stored up to <br />approximately 2000 CY of volume and then chipped with a wood <br />chipper or chipped more often if appropriate. <br /> <br />That WMMI has stated that wood chips from the tree prunings <br />will be used to provide a work surface on the 'composting and <br />tipping areas and will also be made available to the public for <br />use as landscaping material. <br /> <br />That surface water run-off will be diverted to low areas within <br />the Site and WMMI has stated that the existing low areas are <br />large enough to accommodate spring snow melt. WMMI has <br />indicated that little additional site grading is anticipated° <br /> <br />That WMMI has stated that site access roads will be <br />constructed. Access roads will be constructed on the interior <br />of the facility. <br /> <br />That WMMI stated that the facility will be secured by enclosing <br />it with welded wire fence. <br /> <br />That WMMI has indicated equipment it will have available for <br />the compost operation includes two (2) front-end loaders, one <br />(1) wood chipper, one (1) water truck, and one (1) windrow <br />machine~ if necessary. <br /> <br />That WMMI's description of its operation closely resembles a <br />low level technology compost operation as defined by Rutger's <br />in capacity requested and method of operation as described in <br />their revised October 16, 1990 submittal. <br /> <br />That Rutger's indicates that approximately one acre is required <br />for composting of approximately 3,000 cubic yards of leaves <br />under low level technology and that at the above ratio adequate <br />composting acreage is provided for the requested capacity. <br /> <br />That WMMI has indicated that windrows would be formed which <br />would be 6 ft. high and 14 ft. wide which is consistent with <br />the Rutger's low level technology. <br /> <br /> <br />
