I CASE <br /> SUPP~EME~A~ SUBH~T~A~ <br /> <br /> 205A MUSA EXPANSION <br /> By: Merland Otto <br /> <br />Background: <br />On September 24, <br />report addressing <br />approval of the <br />Metropolitan Council. <br /> <br />1990 following approval by City Council, the <br /> the conditions attached to the conditional <br /> 205 acre MUSA expansion was submitted to <br /> <br />On October 5, 1990, MC's review letter (attached) indicated that <br />the submittal was deficient in two areas: <br /> <br />Analyzing the impact of MI/SA expansion and "new" rural <br />development (subdivisions approved prior to adoption of "4 in <br />40" zoning) on Hwy. 10. <br /> <br />'2. Policy addressing private wastewater treatment facilities. <br /> <br />We indicated that we preferred that they temporarily hold their <br />review until we submitted the additional information requested <br />rather than withdraw the submittal. <br /> <br />The following pages, upon approval, will be submitted for MC review <br />as supplemental information. Two items in particular are of note. <br />The first is that a development schedule has been prepared for the <br />City's transportation plan. While this does not commit the City <br />to construct the segments at those particular time frames, it does <br />estimate when these improvements may be anticipated. The second <br />item of note is a policy prohibiting privately owned wastewater <br />treatment facilities in the city. <br /> <br />Observations:' <br />MC has indicated that since the Anoka County 2010 plan has not <br />received MC approval, this may delay approval of the City's MUSA <br />expansion. We have indicated that the proposed expansion does not <br />have significant impacts on Hwy. 10 and therefore should not be <br />tied to the approval or non-approval of the County's plan. <br /> <br />staff Recommendation: <br />Motion to .approve submittal of supplementary information to MC for <br />the 205 acre MUSA expansion. <br /> <br />Council Action: <br />Motion to approve/modify/not approve supplementary information and <br />policies pertaining to the 205A MUSA expansion. <br /> <br />Review Checklist: <br />City Administrator <br />city Attorney <br />city Engineer <br />Zoning Administrator <br /> <br />X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Supt. <br />Other <br /> <br /> <br />
