Centre, 230 East lqfih Street, St. Paul, MN. 55101 <br /> <br />October 5, 1990 <br /> <br />Mr. David Hartley <br />City Administrator <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Minnesota 55303 <br /> <br />RE: <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />MU'SA 2000 Expansion <br />Metropolitan Council District 9 <br />Metropolitan Council Referral File No. 13834-5 <br /> <br />Dear Mr. Hartley: <br /> <br />The Metropolitan Council staff has reviewed the city of Ramsey comprehensive plan amendment <br />received by the Council on September 24, 1990. We have determined that the proposed <br />amendment'is incomplete for Council review. <br /> <br />The plan amendment does not separately analyze the metropolitan urban service area (..MUSA) <br />e_..~ansio.n and the.~.ransitional.3ffb_/,~'Td~'/~10pmen/:impa'ct~on the re~onal transporl..ation system, <br />~.p_ec~t~cally the impact on T.H. 10. The Metropolitan Council requests that the plan amendment <br />record the existing conditions on T.H. 10, the impact develo, pment in Ra~msey will have from now <br />to the year 2010~ wi.th and without the land added to the MUSA, .,and account for the additional <br />~evelopment that n~ay occur due to other changes in the plan. <br /> <br />Should this analysis show that there will be a significant level of congestion on T.H: 10~ then ,the <br />city needs to provide data that describes how the city wili correct this problem or to prevent ~/t <br />from~OCCurring such that the metropolitan h.ighway system will not be impacted~. If the city bases <br />its analysis of transportation on Anoka County's proposed transportation plan, the city needs to <br />be aware the amendment has yet to be officially submitted for Council review and, therefore, the <br />Council may have to request an extension on its review period. <br /> <br />The plan amendment does not contain a policy for the management of private wastewater <br />treatment plants. Such a policy should be part of the proposed comprehensive plan amendment <br />or part of the city's response to the 1988 sanitary sewer system statement. <br /> <br />I <br /> <br /> <br />
