CASE <br /> <br />CONSIDER AGREEMENT FOR BUILDING INSPECTION <br /> WITH THE CITY OF ST. FRANCIS <br /> By: David R. Hartley <br /> <br />SERVICES <br /> <br />Background: <br /> <br />Representatives from the City of St. Francis have requested assistance from the City of Ramsey in <br />providing building inspection services to that community. Initially it was understood that the <br />request was short term in nature and for the purpose of assisting St. Francis until they found a <br />building official to serve their community. After further discussion with representatives of St. <br />Francis, it is now understood that the request is more of a long term relationship whereby the City <br />of Ramsey would, under contract, provide building inspection services. <br /> <br />Initially I was concerned about the possible negative impact on workloads and general logistic <br />problems associated with such a proposal. However, after hearing the economic projections which <br />involve a slow economy, this request may present an opportunity to the City of Ramsey to <br />maintain a high level of service to Ramsey residents during an economic slow-down. I've <br />discussed this matter with the individuals in the building inspection department and they believe <br />they can stretch their time to meet the needs of the City of St. Francis. <br /> <br />The proposed rate in the enclosed Joint Powers Agreement is intended to cover all costs incurred <br />by the City of Ramsey so as to assure no net loss as a result of this Joint Powers Agreement. <br /> <br />Representatives of the City of St. Francis have expressed some degree of urgency with regard to <br />this matter since their community is currently under-served for building inspection services. <br /> <br />Council Action: <br /> <br />Review proposed Joint Powers Agreement/Approve/Reject Agreement for building inspection <br />services with the City of St. Francis. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br />City Engineer <br />Building Official <br />Community Development Inspector <br />Personnel Coordinator <br /> <br /> <br />
