CASE CONSIDER AGREEMENT FOR BUILDING INSPECTION WITH THE CITY OF ST. FRANCIS By: David R. Hartley SERVICES Background: Representatives from the City of St. Francis have requested assistance from the City of Ramsey in providing building inspection services to that community. Initially it was understood that the request was short term in nature and for the purpose of assisting St. Francis until they found a building official to serve their community. After further discussion with representatives of St. Francis, it is now understood that the request is more of a long term relationship whereby the City of Ramsey would, under contract, provide building inspection services. Initially I was concerned about the possible negative impact on workloads and general logistic problems associated with such a proposal. However, after hearing the economic projections which involve a slow economy, this request may present an opportunity to the City of Ramsey to maintain a high level of service to Ramsey residents during an economic slow-down. I've discussed this matter with the individuals in the building inspection department and they believe they can stretch their time to meet the needs of the City of St. Francis. The proposed rate in the enclosed Joint Powers Agreement is intended to cover all costs incurred by the City of Ramsey so as to assure no net loss as a result of this Joint Powers Agreement. Representatives of the City of St. Francis have expressed some degree of urgency with regard to this matter since their community is currently under-served for building inspection services. Council Action: Review proposed Joint Powers Agreement/Approve/Reject Agreement for building inspection services with the City of St. Francis.
