CONSIDER PROPOSED JOINT POWERS AGREEMENT <br />FOR REPRESENTATION ON THE FISCAL DISPARITY ISSUE <br />By: David R. Hartley, City Administrator <br /> <br />Background: <br /> <br />Mayor Elwyn Tinklenberg of Blaine is soliciting the City's of Anoka, Andover, Blaine, Brooklyn <br />Park, Coon Rapids, Champlin, and Ham Lake for assistance in funding a lobbying effort to protect <br />those cities within Anoka County from legislative changes effecting the fiscal disparity method of <br />distributing the benefits of commercial and industrial tax base within the Metropolitan Area. Mayor <br />Tinklenberg's letter is enclosed for your reference. <br /> <br />I've also talked with Ron Jerich who lobbys for and with Anoka County. Mr. Jerich has indicated <br />that it is his opinion that the City of Ramsey's interest is already protected by his lobbying effort <br />which is funded through Anoka County. <br /> <br />The City Council should consider whether it wishes to enter into a joint powers agreement with the <br />aforementioned cities and Anoka County to the tune of $1,750.00. <br /> <br />Council Action: <br /> <br />Discussion/Motion to approve or reject a proposed joint powers agreement for representation on <br />the fiscal disparity issue. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br /> <br />CC: 10/23/90 <br /> <br /> <br />
