POLICY FOR PLAYGROUND EQUIPMENT SURFACING <br /> By: Merland Otto <br /> <br />Background: <br /> <br />The City Attorney informed staff that recent court decisions <br />indicate that the City is better protected from liability exposure <br />when decisions are based on formal policies rather than independent <br />staff decisions. To the extent possible, the City should thus <br />adopt policies particularly in regard to safety or potential safety <br />problems due to funding priorities, etc. <br /> <br />In consideration of the above, we have formulated a policy <br />regarding the use of resilient surfacing under playground equipment <br />(attached) in City parks. <br /> <br />The Parks Commission reviewed the proposed policy statement at <br />their September 12, 1990 meeting and recommended adoption of the <br />policy by City Council. <br /> <br />There are additional policies that need to be addressed, and we <br />will formulate policies for your consideration on these matters in <br />the future. <br /> <br />Recommendation: <br /> <br />Adopt policy regarding the use of resilient surfacing under <br />playground equipment in City parks. <br /> <br />Council Action: <br /> <br />Motion to adopt/not adopt Resolution 90-10-__ Park Playground <br />Equipment Surfacing Policy. <br /> <br />Review Checklist: <br /> <br />city Administrator <br />City Attorney <br />City Engineer <br />Zoning Administrator <br /> <br />X <br />X <br />X <br />X <br /> <br />Chief of Police <br />Finance Officer X <br />Public Works Supt.
