Counoilmember <br />moved for its adoption: <br /> <br />introduced the following resolution and <br /> <br />RESOLUTION #90-10- <br /> <br />RESOLUTION ADOPTING POLICY FOR SURFACING OF PLAYGROUND EQUIPMENT <br />AREAS IN CITY PARKS <br /> <br /> WHEREAS, the city Council of the City of Ramsey has supported <br />the development of recreation playground facilities at City Parks, <br />and <br /> <br /> WHEREAS, nearly 70% of playground injuries nationwide <br />reportedly are caused by falls from equipment, the City of Ramsey <br />is concerned with the cushioning properties of playground surfacing <br />at City Parks; and <br /> <br /> WHEREAS, many of the playground equipment areas of the City <br />currently have no resilient surfacing, but rather are situated on <br />indigenous soils. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City desires to enhance safety for recreational users <br />within the City park system. <br /> <br />2) That it shall be the policy of the City that all new <br />playground equipment installations be provided with resilient <br />surfacing prior to making the equipment available for use. <br /> <br />3) That it shall further be the policy of the City to retrofit <br />existing playground areas with resilient surfacing to the extent <br />that funds permit. <br /> <br />4) That it is realized that due to funding limitations, it may <br />require several years to complete the process of upgrading <br />surfacing of existing playground equipment areas. <br /> <br />5) That suitable resilient surfacing materials are defined as <br />loose sand, pea gravel, bark, wood fiber, rubber mulch or rubber <br />mat systems. <br /> <br />The motion for the adoption of the foregoing resolution was duly <br />seconded by Councilmember and upon vote being taken <br />thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by <br />the Ramsey City Council this the 23rd day of October, 1990. <br /> <br /> <br />
