IMPROVEMENT PROJECT %90-29 <br /> by: Merland Otto <br /> <br />Background: <br /> <br />As authorized by Council, we have prepared plans and specifications <br />for improvements at River's Bend Park. <br /> <br />The proposed improvements are to be funded with CDBG dollars which <br />previously had been used for an economic development revolving loan <br />fund which is now defunct. The approximate available funds are <br />$26,600. <br /> <br />The proposed improvements are planned to be done under two separate <br />contracts. The first is covered under this set of plans and <br />includes the fabrication and installation of additional handrails <br />along paths and the fabrication and installation of an access road <br />gate. This cost is estimated to exceed $10,000.00 and therefore <br />requires a formal bid process under CDBG rules. The second portion <br />of the improvements includes bench installation, bench pads, <br />bituminous pathway, concrete pad for fishing pier and incidental <br />items. This portion of the work is less than $10,000 and can be <br />completed under informal quotes. <br /> <br />In earlier discussions, we had understood and indicated to the <br />Council that contracts must be awarded by November 23, 1990 (18 <br />months from the last activity in the revolving loan fund). JoAnne <br />Wright, CDBG Coordinator, recently informed us that we would have <br />until December 31, 1990. <br /> <br />We have prepared plans and specifications and are now awaiting <br />CDBG/labor rate information prior to advertising of bids. We are <br />anticipating receipt shortly. <br /> <br />Enclosed are copies of the proposed resolution approving plans and <br />specifications and authorization to advertise for bids upon receipt <br />of the necessary CDBG information. <br /> <br />Observation: <br /> <br />It was discussed at the time plans were ordered to explore the <br />possibility of constructing a shelter under this project. CDBG <br />coordinator, JoAnne Wright, indicated that this would not be an <br />appropriate use of CDBG funds. <br /> <br /> <br />
