REQUEST FOR <br /> <br /> CASE # <br /> <br />SITE PLAN APPROVAL; CASE OF BERNIE VEVEA, VE-VE, <br /> INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On September 28, 1990, the City received an application from Mr. Bernie Vevea of Ve-Ve, Inc. <br />for site plan approval to construct a 60'x90' (5400 square foot) expansion to his existing facility <br />located at 14047 Azurite Street N.W. The existing facility is developed on two lots of record <br />totalling approximately 2.25 acres. According to policy, Mr. Vevea's application was not <br />submitted in the proper time frame for inclusion on the October Planning and Zoning Commission <br />agenda. <br /> <br />On October 2, 1990, Mr. Vevea approached the Planning and Zoning Commission during Citizen <br />Input and requested that in lieu of the limited construction season remaining, the required time <br />frame and some of the application requirements for site plan reviews be waived and consideration <br />be given to recommending site plan approval of his proposed expansion. In the discussion that <br />followed, the Planning and Zoning Commission tabled Mr. Yevea's request until the special <br />Planning and Zoning meeting scheduled for October 16, 1990, to allow the City Engineer <br />sufficient time to prepare a written review letter. <br /> <br />On October 10, 1990, the Economic Development Commission met and recommended approval of <br />Mr. Ve-Ve's site plan and that the requirement for blacktopping and curbing be waived until <br />Azurite Street is improved. <br /> <br />On October 16, 1990, the Planning and Zoning Commission again reviewed Mr. Vevea's <br />proposed site plan. The Planning and Zoning Commission recommended site plan approval <br />contingent upon compliance with items contained in the City Engineer's Review Letter dated <br />October 11, 1990 with the following exceptions: <br /> <br />a) <br /> <br />The requirement for 50% other than metal exterior walls was waived in order that <br />the proposed expansion would be consistent with the existing facility. <br /> <br />b) <br /> <br />The requirement for blacktopped and curbed access and parking was waived until <br />such time as Azurite Street is improved, including storm sewer, and that a letter of <br />credit be required to guarantee construction of the improvements at that time. <br /> <br />c) <br /> <br />The requirement for submission of building plans certified by an engineer or <br />architect was waived for Planning and Zoning Commission purposes was waived. <br /> <br />Observations: <br /> <br />During the Planning and Zoning Commission's brief review of the proposed site plan on October <br />2, Mr. Vevea indicated that he is requesting that the requirements for 50% other than metal exterior <br />walls and blacktopping/curbing be waived. To aid in the Commission's further discussion of the <br />request, City Staff prepared a Site Plan Analysis for various facility expansions in the past two <br />years. After reviewing that analysis on October 16, the Planning and Zoning Commission <br />suggested that performance standards contained in the City Code are appropriate for businesses <br />located on major thoroughfares but should be relaxed for interior, heavy industrial properties. <br /> <br /> <br />
