areas are large enough to accommodate spring runoff. Surface water <br />will be diverted to the low areas through the use of perimeter <br />berms, roadway ditches and site grading. If necessary, berming <br />will be provided to prevent surface water that is in contact with <br />the compost materials to enter in to any protected wetland. Since <br />the majority of site will be at a 1-2% slope and given the sandy <br />nature of the soils in the area little runoff due to normal <br />rainfall events is anticipated. The spring snowfall melt is the <br />time period when surface water may be significant. The existing <br />low areas are large enough to accommodate the spring snow melt. <br /> <br />Permanent roads will be constructed on the interior of the facility <br />to provide efficient access. To provide security for the facility <br />all areas that are currently not fenced will be done so to <br />completely enclose the compost facility. Fencing will consist of <br />4" by 2" welded wire fence as is currently used around the <br />landfill. <br /> <br />2.5 Equipment <br /> <br />To provide for a well run composting project several different <br />types of equipment will be required. WPIMI intends to either rent, <br />lease or purchase the necessary equipment. Below is a list of <br />equipment that WMMI will have available for compost facility <br />operation. Some of this equipment is currently owned by WMMI and <br />is located at the Anoka Landfill. <br /> <br />2 - Front End Loaders <br />1 - Windrowing Machine (If necessary) <br />1 - Wood Chipper <br />1 - W~ter Truck <br /> <br />2.6 Land Use / Permitting <br /> <br />The compost facility site is located on vacant land that currently <br />serves as buffer area for operations at the Anoka Landfill. A <br />portion of this land has previously provided borrow soils for use <br />at the landfill. Because of the borrow activities that have <br />occurred over about one-half of the land, little additional site <br />grading is anticipated in this area. The southern portion of this <br />site is undisturbed with scattered oak trees. WMMI does not plan <br />to alter the sloping in this area except to the extent that is <br />required to protect wetlands from sediment and/or runoff. This <br />will be accomplished using ditching, soil berms, sedimentation <br />traps/basins, etc. <br /> <br />6 <br /> <br /> <br />
