The land proposed for the composting facility is the area proposed <br />as a potential future landfill site, Site P. Site P has been <br />selected as a candidate site for ~ new landfill to serve Anoka <br />County as approved by the Metropolitan Council. Since the compost <br />facility will require only earth moving activities, ie. berming, <br />grading and road construction WMMI believes that this facility will <br />not impact further development of the site for landfilling. If <br />this site is ultimately selected as a future landfill site WMMI <br />anticipates that the compost facility will likely need to be closed <br />or relocated. Because of the potential for this site to become a <br />future landfill, development restrictions have been placed on this <br />parcel of land that preclude land use activities unless approved <br />by the local governmental authorities and the Metropolitan Council. <br />Lifting of the development limitations by the Metropolitan Council <br />and Anoka County has been completed. <br /> <br />The city of Ramsey will require the issuance of a conditional use <br />permit prior to the development of the compost facility. This <br />process involves making a submittal and presentation to the City <br />Planning and Zoning Committee. The Planning and Zoning Committee <br />will develop permit conditions and make a recommendation to the <br /> <br />city Council regarding the issuance of a permit. The City Council <br />will then accept, reverse or modify the recommendation of the <br />Planning and Zoning Committee making a final determination on the <br />project. <br /> <br />Approval of the compost facility from Anoka County by the County <br />Board will also be required. Prior to County Board action the <br />composting project must be presented ~o several different <br />committees starting with the Environmental Services Committee. At <br />the committee level concerns regarding the project will be <br />addressed and license conditions will be determined. Following <br />review of the project by various committees a recommendation to the <br />County Board will be developed. The County Board will then act on <br />the recommendation by accepting, reversing or modifying it. <br /> <br />The Minnesota Pollution Control Agency (MPCA) through the solid <br />waste rules requires only a notification regarding the operation <br />of a yard waste compost facility. The information requested with <br />the notification includes location, design capacity, contact <br />person, type of waste to be accepted~ and product distribution. <br />Permitting of yard waste compost sites is not currently required <br />by the MPCA. <br /> <br /> <br />
