Human Resources Manager Lasher described the differences between the four Options and <br />recommended Option C as a fair option in not asking employees to pay anything or take less of a <br />VEBA while signing up for a higher risk plan. <br />Councilmember Kuzma stated this year will be simple but next year will be more complicated, <br />with insurance rates. <br />Human Resources Manager Lasher stated next year the City will still be protected by the rate <br />cap. She explained there are many alternatives with Health Care Reform and for 2014 -2016, the <br />City's cap would increase by 1% each year but in 2017, it may be quite a surprise. <br />Councilmember Kuzma stated support for staff's recommendation of Option C. <br />Councilmember Riley stated because it is within the budget and staff has provided a lot of <br />information, he also supports staff's recommendation. <br />Councilmember Johns stated support for staff's recommendation of Option C. <br />Councilmember LeTourneau agreed that Option C is fair and consistent with union increases. <br />Councilmember Riley stated he read the market study, noting those Members who had requested <br />all of this information are not present tonight. <br />Human Resources Manager Lasher thanked Assistant to the City Administrator Brama for his <br />assistance. <br />Mayor Strommen stated she found the information useful and that the market study was a good <br />check with surrounding communities. <br />The consensus of the Council was to support staff's recommendation for Option C. <br />2.03: Receive Presentation on Update to Minnesota State Building Code <br />Development Services Manager Gladhill provided a brief update on the current schedule for <br />rulemaking authorized by the Legislature for the Department of Labor and Industry (DLI) to <br />update portions of the Minnesota State Building Code. <br />Councilmember Riley asked whether the City is required to adopt this Code. <br />Development Services Manager Gladhill explained that for a number of decades, the City was <br />required to adopt the Minnesota State Building Code and if within the City's ordinances the City <br />has the powers to enforce it. <br />Building Official Jarson explained the Code exists Statewide and if building within the State, it <br />has to be built consistent with the Code.
