Councilmember Riley asked if there are opt - in/opt -out items such as the sprinkler system. <br />Development Services Manager Gladhill stated there are two optional chapters. The City can <br />adopt more restrictive standards but that would be done separately from this process. He stated <br />the Council adopted an ordinance to remove the additional sprinkler system requirement and go <br />to a lower threshold to trigger the fire suppression requirement for existing buildings. <br />Information; no action required. <br />2.04: . Discussion Regarding the Recruitment, Application, and Interview Process for <br />Boards and Commissions <br />Human Resources Manager Lasher reviewed the current process for recruitment, application, and <br />interview for Boards and Commissions, noting during the last recruitment it was the consensus <br />of the Council to review this process. She referenced the edited draft Policy for Appointing <br />Boards and Commission Members and advised of upcoming openings. <br />Mayor Strommen explained that during the last recruitment process, it was felt to be <br />cumbersome as members already serving had to fill out an application and complete the <br />interview process, as well as newly interested residents, but the Council ended up reappointing <br />past members. She felt it was a good response to first consider current Board /Commission <br />members who are interested in reappointment prior to engaging the community for an opening <br />that may not exist. In addition, the Council should seek a recommendation from the Chair <br />Councilmember Riley agreed with staff's recommendation, noting it is not a "rubber stamp <br />reappointment" unless the Council agrees the person should be reappointed. He stated he <br />supports the other revisions made by staff <br />Human Resources Manager Lasher stated after reviewing the current policy, she found <br />formatting issues and other areas that can be improved upon. <br />Councilmember LeTourneau noted some residents want to be engaged and part of the policy and <br />if allowing current members to be reappointed, it limits the ability for that opportunity or gaining <br />new perspectives. He asked whether term limits is an option. If not, he noted the onus is on the <br />Council and Chair to consider the merits of reappointment. <br />Councilmember Kuzma supported requesting input from the Chair because if the member is <br />doing a good job and is productive, there is no point in having that member go through the whole <br />application/interview process. <br />Councilmember Johns stated she has been through that process and agreed the Chair's and Vice <br />Chair's perspective is very important as the Board does not want to lose the history of decisions <br />or a unique perspective. She stated she has also sat on interview panels when there have been <br />good applicants that always came in second, were not appointed, and did not return. <br />City Council Work Session / November 26, 2013 <br />Page 7 of 9 <br />
