Mayor Strommen stated residents who want to become engaged can also be invited to take part <br />in other processes (informational meetings /open houses). <br />Wayne Buccholz, 14621 Neon Street NW, stated he agrees with Councilmember LeTourneau <br />that if sidestepped it removes transparency. He felt reappointing the same person over and over <br />also looses transparency. <br />Mayor Strommen stated term limits can be discussed. She felt it was less of a transparency issue <br />when reappointing but may be a discouragement for those who have made application and want <br />to become engaged. <br />Councilmember LeTourneau stated this is a favorable course of action going forward but the <br />policy should always be under review. He supported getting input from the Chair and Vice <br />Chair to assure transparency is maintained. <br />Mayor Strommen stated the Council should know who is serving and participating as they are <br />advisory to the Council so it is not a help if the appointments are "rubber stamped." <br />Councilmember Riley agreed it has to be a high hurdle if a reappointment is made without an <br />interview process. <br />Councilmember Johns stated it is also important to assure the Chairs understand they have the <br />ability to keep members accountable. <br />Mayor Strommen suggested drafting a job description for Chairs and Vice Chairs so they are <br />aware of their role. <br />Human Resources Manager Lasher stated when she talks to an interested applicant, she gives <br />them as much information as possible so they are aware of what is involved. <br />The consensus of the Council was to support the draft Policy for Appointing Boards and <br />Commission Members as edited by staff. <br />3. TOPICS FOR FUTURE DISCUSSION <br />Councilmember Kuzma asked that the hunting policy be addressed at a future Work Session. <br />City Administrator Ulrich stated that topic will be discussed in February, during the off season. <br />Councilmember Riley stated he would like to discuss traffic on Highway 47 and Bunker Lake <br />Boulevard. <br />4. MAYOR / COUNCIL / STAFF INPUT <br />Finance Director Lund stated the newsletter item will come back to the Council as the low bidder <br />failed to perform. <br />City Council Work Session / November 26, 2013 <br />Page8of9 <br />
