Mr. Olson inquired why even give him an easement. <br />Mayor Ramsey stated he would rather see that building behind there occupied. <br />Mr. Ulrich stated we need to make sure we are not buying a liability with that easement. He <br />might have rights to it over time and we do not want to get into that. <br />Mr. Goodrich stated that if we let him use it, we need to attach some terms to it. We can define <br />where it is, etc. <br />Councilmember Wise suggested it be as narrow as possible — 24 feet. <br />Director of Public Works Olson stated that the building demolition is not contingent on this. <br />Mr. Goodrich wondered if Mr. Touchette will ask us for an easement — maybe wait until he asks <br />us. <br />Mr. Olson stated that Mr. Touchette will want to know the results of tonight's meeting. <br />Consensus of the Council was as long as we do not set precedence, we have the alley there and <br />we will let him maintain it. There will be no storage, no parking and no signage on the site. <br />Deputy City Administrator Nelson asked about turf that could be mowed once the pavement and <br />building are removed. <br />Mayor Ramsey stated we will cross that bridge when we get to it — once the building is down we <br />will make a decision. <br />2.7) QCTV Coverage for HRA Meetings <br />Deputy City Administrator Nelson stated that there have been some discussions about <br />broadcasting the HRA meetings. Would the HRA be limited to the second and fourth Tuesdays <br />or if the meeting is held on a non = regular Council meeting date, would they not be televised — or <br />would Council want QCTV to be provided for all meetings of the HRA. <br />Mayor Ramsey suggested doing the HRA meetings on the second and fourth Tuesdays after the <br />regular City Council meetings when QCTV is there anyway. <br />City Administrator Ulrich suggested that if there is an issue that needs prioritization, we would <br />call it a special meeting and call the second and fourth Tuesday meetings regular.
