some traffic stops but nothing to do with drugs and alcohol. There are a few kids who smoke <br />cigarettes and there have been a couple of fights (juveniles). He felt that the number of <br />complaints is not really any different from any other park. <br />Councilmember Jeffrey stated he works with an individual whose deck faces the park and he has <br />stated that the kids are not bad at all. He added that when this topic report came out, he <br />contacted the resident who lives by the park and he (the resident) stated he has not noticed any <br />problems. <br />Director of Public Works Olson stated that we have done some things since last year, such as a <br />security light in the parking area, we blocked off the temporary cul -de -sac and we hope that <br />these things will address some of the concerns. The trash is the most disconcerting. <br />Councilmember Wise inquired about the number of complaints in other parks. <br />Chief Way reported that we actually get a lot of calls about Elmcrest Park — trash issues. Most of <br />the calls are about Emerald Pond Park — there is a lot of vandalism that's happened there. <br />Councilmember Wise felt that 17 calls in one year did not sound like a lot. <br />Councilmember Backous inquired if the 17 calls are from 17 different people. <br />Chief Way stated that a lot of the calls came mainly from two people; however, they are to <br />remain anonymous. <br />Councilmember Elvig inquired if we supply an adequate number of trash receptacles. <br />Parks Supervisor Riverblood stated he could look into that. <br />Councilmember Elvig stated he is not in favor of shutting down the skate park. <br />Councilmember McGlone talked about an innovative trash receptacle that would be good for the <br />park. He added that he does not think a camera is a good idea and that he would exhaust all <br />other measures before sinking big money into a camera. <br />Mr. Olson stated that closing the skate park would be the last straw; however, threatening to <br />close it may help provide an incentive for the youth to police the park themselves. <br />Councilmember Jeffrey stated that one thing about cameras — we were warned about putting <br />cameras up that are not really monitoring the area — it's an implied liability. <br />City Administrator Ulrich stated that we took some positive actions on these complaints. He <br />feels that all we really need to do is monitor this.
