Mr. Olson stated that it behooves us to get it taken care of. He continued that we want to get this
building down and wanted to discuss with the Council the use of Bid 2 Buy auction to sell some
of the refrigeration units. The cost is 25% to us of whatever we sell.
The question was asked if we just accepted Bid 2 Buy or did we check out other auction
companies.
Director of Public Works Olson stated that others are not really focusing on the equipment we
have and do not have this type of following.
Mayor Ramsey stated he is fine with trying to sell items.
Discussion ensued relating to who does what with regard to the auction.
City Attorney Goodrich noted, referring to the agreement, that Mr. Jansen had not yet seen this
so it is very preliminary.
Mr. Ulrich summarized that Council agreed to proceed with the demolition and to continue to
negotiate this with Mr. Jansen and it will be brought back next Tuesday for formal approval. We
want to move forward expeditiously.
Mayor Ramsey stated he is in favor of moving forward on the auction for both facilities — the
former Oasis site and the former Holiday site.
Councilmember Wise commented that the quicker we get go -kart events going the quicker the
revenue begins for Happy Days.
2.6) Discuss Strategies for Continuing Progress on TH 10 Reconstruction to Freeway
Status
Deputy City Administrator Nelson stated we became aware of a new policy position of MnDOT
staff for the northward shift of alignment and interchange spacing for TH 10 when reconstructed.
This information was received on February 9. Staff has developed a strategy to respond to the
MnDOT policy position that would outline the investment that has been made in the corridor —
the planning that's been done, etc. All of these policy issues come to bear in this shift of
MnDOT.
Director of Public Works Olson stated that when we sat with the County, we outlined five
different strategies.
1) Wait until there are administrative changes at MnDOT. They consistently say they do
not have the money but we want to continue on the planning front.
2) Rezone and sell property for development. If we do that we will never get a freeway
through Ramsey.
City Council Work Session — March 29, 2011
Page 7of11
