24. <br /> <br />25. <br /> <br />26. <br /> <br />27. <br /> <br />28. <br /> <br />29. <br /> <br />30. <br /> <br />31. <br /> <br />32. <br /> <br />33. <br /> <br />34. <br /> <br />35. <br /> <br />That the Applicant has dismantled feedstock buses outside of <br />the building contrary to the existing CUP, but the Applicant <br />has stated that this activity has now ceased. <br /> <br />That the Applicant has expanded some portions of his operation <br />including parking of semi-trailers, and feedstock buses onto <br />Lots 2 and 3 north of Lot 1, although the existing CUP is for <br />Lot 1 only. <br /> <br />That the Applicant has stated that he proposes to submit a <br />site plan for Lots 2 and 3 for a separate CUP for a different <br />company also owned by the Applicant. <br /> <br />That feedstock material is readily observed on Lots 2 and 3 <br />and on the south end of lot from public streets rather than <br />being screened. <br /> <br />On this date (October 16, 1990), approximately 6:45 p.m., <br />Commissioner Terry observed at that site an employee <br />disassembling fieldstock with an acetylene torch with an open <br />fire burning 10' from diesel tanks and approximately 20' from <br />propane tank. <br /> <br />That the proposed use will substantially adversely impair the <br />use, enjoyment or market value of any surrounding property. <br /> <br />That the proposed use will be harmonious with and in <br />accordance with any specific objectives of the Comprehensive <br />Plan. <br /> <br />That the proposed use will be designed, constructed, operated <br />and maintained so as to be harmonious and appropriate in <br />appearance with the existing or intended character of the <br />general vicinity and will not change the essential character <br />of the area. <br /> <br />That the proposed use will be hazardous or disturbing to <br />existing or future neighboring uses. <br /> <br />That the proposed use will not be a substantial improvement <br />to property in the immediate vicinity and to the community as <br />a whole. <br /> <br />That the proposed use will not be served adequately by <br />essential public facilities and services. <br /> <br />That the proposed use will not create excessive additional <br />requirements at public cost for public facilities and <br />services. <br /> <br /> <br />
