! <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Landscaping and Screening: Code requires landscaping to be provided along 146th <br />Avenue and also along Armstrong Boulevard. A landscaping plan is provided on sheet L- <br />1. This plan includes 6 species of trees and shrubs and are to be planted on professionally <br />landscaped berms and beds. Care should be taken to modify slightly the shape of the berm <br />located at the Southeast comer of the site such that a 20 foot vision triangle from the <br />property comer can be maintained at the intersection. <br /> <br />o <br /> <br />Building Materials: The structure will be constructed of plain concrete block and is in <br />conformance with architectural conn'ol standards set forth in the City Code. <br /> <br />10. <br /> <br />Curbing and Paving: Parking and drive areas are proposed to be hard surfaced with <br />bituminous paving. Bituminous curbing is proposed around the perimeter of the parking <br />and drive area. City Code requires that this curbing be a minimum of 12 inch concrete <br />curbing. <br /> <br />11. <br /> <br />Drainage: The developer shows a drainage plan which channels run-off from the building <br />and paved parking areas down the access drive and out to 146th Avenue. From there, <br />drainage would flow eastward within the curbline of 146th Avenue to the West ditchline of <br />County Road #83 (Armstrong Boulevard) and then North for a distance of approximately <br />one quarter mile where it would be contained in a wetland. <br /> <br />It has been the policy of the City to require on-site retention of storm water. To accomplish <br />this I would propose that drainage from the paved areas be channelled to the Southeast <br />comer of the parking area, where it would be transferred via a swale to the east into a <br />ponding area which could be created behind the landscaped berms. A ponding area 3 feet <br />deep and approximately 40 feet wide along the North-South length of the property behind <br />the berms would provide sufficient holding to accommodate a four inch storm from the <br />entire site. Spoil material from the construction of this pond could be used to construct the <br />landscaped berms. <br /> <br />12. <br /> <br />Lighting: Security lighting is proposed at each corner of the storage building. The <br />proposed lighting is an adequate distance from the streets such that glare should not be a <br />problem providing a shielded luminaire is used. <br /> <br />I recommend approval of this site plan contingent upon modifications being made to Items 10 and <br />1 ] as outlined above. <br /> <br />Respectfully submitted, <br /> <br />CITY OF RAMSEY <br /> <br />Steven J.
