Ave NW <br />Ramsey, MN 55303 <br /> <br />Dear Mr. Hansen: <br /> <br />I have talk with the Environmental Service Office of our Community <br />Health Services Department concerning the disposal of slag in the <br />City of Ramsey and late night dumping at the landfill. <br /> <br />The notice concerning a slag disposal permit which you saw at city <br />hall apparently was the May notice of the Minnesota Pollution <br />Control Agency (MPCA) announcing their intent to issue a permit to <br />NSP for the disposal of NSP boiler slag in six of the seven metro <br />counties. This notice did not identify any specific disposal site. <br />The proposed state permit was a blanket permit for the region. If <br />NSP does propose a site in Anoka County, they will need to first <br />obtain a license from the County. Request for county solid waste <br />licenses are reviewed by the Environmental Services Committee and <br />the Community Health and Social Services Board. I am chairperson <br />for both of these committies. As yet, the county has not received <br />a license request from NSP. <br /> <br />Our Environmental Services Office has not found any evidence that <br />NSP/UPA or Hennepin County ash is being disposed of at the Waste <br />Management Landfill. NSP/UPA ash is being managed at NSP's Becker <br />ash facility. Hennepin County ash is being managed at a site out <br />of state. <br /> <br />The County solid waste ordinance does contain a provision which <br />regulates the hours of landfill operation. The receipt of solid <br />waste is limited to the period between 6:00 AM & 8:00 PM and <br />equipment operation to the period between 6:00 AM -10:00 PM. The <br />Environmental Services office investigation of this matter revealed <br />that Waste Management has been accepting unprocessed waste from the <br /> <br /> <br />
