I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> CONDITIONAL USE PERMIT (CUP) <br />WASTE MANAGEMENT OF MINNESOTA, INC. <br />YARD WASTE COMPOSTING FACILITY <br /> <br />On October 23, 1990, a conditional use permit ("CUP") and site plan <br />approval was issued by. the City of Ramsey ("City") to Waste <br />Management of Minnesota, Inc. ("WMMI") to operate a yard waste <br />compost facility in the I-1 Industrial District on approximately <br />33.4 acres of-land within the parcel of record legally described <br />as follows: <br /> <br />P.i.N. 27-32-25-14-0001 <br /> <br />Legal Description: The Northeast Quarter of Section 27, <br />Township 32, Range 25, Anoka County, Minnesota and more <br />specifically as shown on the Facility Location Map submitted <br />October 16, 1990. <br /> <br />EXCEPT that part platted as Anoka County Highway right-of- <br />way Plat No. 1, recorded July 16, 1974. <br /> <br />This permit is issued pursuant to Section 170.013D of the Ramsey <br />City Code. The conditions of this permit are as follows: <br /> <br />Term. This permit is issued for. a term of twenty (20) months <br />from date of issuance so long as the conditions imposed herein <br />are complied with. The permit holder retains the right to <br />apply for a new conditional use permit in accordance with City <br />Code and procedures upon the expiration of this CUP. <br /> <br />Site..The specific site within the Parcel of Record where the <br />yard waste composting operations shall be carried on is <br />approximately a 27.1 acre site as shown on the attached <br />Exhibit "A" and which site is hereinafter referred to as the <br />"Site". <br /> <br />e <br /> <br />Activity. The operation of the Anoka Regional Composting <br />Facility shall be specifically limited to that described in <br />WMMI's application and description dated January 16, 1990 <br />together with site plans attached thereto as amended by the <br />WMMI submittal of October 16, 1990 except as modified herein. <br /> <br />Capacity. The capacity of the compost facility shall be <br />limited to gate receipts of no more than 10,000 tons annually. <br /> <br />Noise. Noises emanating from the site and operations shall <br />be in compliance with and regulated by the State of Minnesota <br />Pollution Control Standards, Minnesota Regulations MPC, as <br />amended except as modified herein by city requirements. <br /> <br />1 <br /> <br /> <br />
