CASE
REQUEST FOR A CONDITIONAL USE PERHIT TO
EXPANDANALUMINUM RECOVERY AND PROCESSING BUSINESS
CASE OF DANNY'S ALUMINUM PROCESSING, INC.
By: Merland Otto

Background:

Mr. Dan Karst, Jr., owner of Danny's Aluminum Processing, Inc., is
requesting a conditional use permit to expand capacity of an
aluminum recovery and processing business at 14050 Basalt Street
N.W. (formerly GO Racing facility). The subject property consists
of 1.6 acres in the I-1 Industrial area with an existing concrete
building and baghouse facility.

The process includes melting down aluminum, casting, cooling and
shipping. Residue from the melt furnace is separated and shipped
off site for further processing.

A CUP was approved by the City Council on April 25, 1989 subject
to the conditions in the CUP (attached).

In addition, the development agreement stipulated that certain
improvements would be made to the property including paving,
curbing, fencing, landscaping, new septic system, and building
improvements. These have been completed with the exception of turf
establishment~and replacement of the septic system. The Owner is
currently using an above ground holding tank. This is only
permissible upon specific Council authorization and after finding
that it is the most cost effective temporary solution. The Owner
has indicated his desire to connect to City sewer and water. City
sewer was scheduled to be extended to this area in 1990. The Owner
should initiate a petition for services so that a feasibility study
could be done.

According to the applicant, initially, the second furnace (max.
process input 2000#/hr.) was brought on line so that needed repairs
could be made to the existing (process input 800-2000#/hr.)
furnace. The applicant is requesting a permit to now run both
furnaces with a total potential process input of 2800# to
4000#/hour. The applicant is evaluating an afterburner system
which, if successful, would be used to replace the existing
baghouse. The baghouse would be retained to use in the event the
afterburners are not in service. The furnaces are fueled solely
by propane.

On August 10, 1990, the applicant reCeived notice from MPCA that
their facility was exempt from requiring an air emission permit
from MPCA. The exemption was based on the conclusion that the
potential to emit each of the criteria pollutants is less than 25
tons per year. The applicant's exemption was based on one furnace
but applicant has indicated that they will be submitting an
application for the second furnace in the near future. The
combined operation of two furnaces is expected to be exempt.
