Type and Produce Annual Financial <br /> <br />It is the process of the CAFR preparation that teaches and trains City <br />staff as to what information is needed, why it is needed and when it <br />is needed. This same process and understanding is required for budget <br />preparation and other reporting requirements that must be fulfilled <br />by City Staff. With a current financial system and stable staffing in <br />the Finance Office, preparation of the CAFR should be able to be <br />accomplished in a timely manner. As to the typing of the report, <br />the problems were incurred in the formatting not the actual typing. <br />The report is now up on the City's network, the formatting problems <br />have been mastered, and 1990's report should not present the <br />difficulties of 1989. In addition to the obvious training benefits <br />outlined herein, we also maintain a certain leveI of independence <br />from the need for outside assistance. <br /> <br />Follow-up on Prior Year',q Recommendations <br /> <br />Reconciliation and Recording of Deferred Future Special Assessments <br />Scheduled But Not Yet Levied <br />The computerized special assessment records will now provide this <br />information for future years. <br /> <br />R¢~orlcili~tion of the De.v. eloper Escrow Deposits on a Monthly Basis <br />During 1989 our goal was to issue statements at least quarterly. We met <br />this goal; but more importantly, earlier this year a check-off system was <br />established to collect outstanding balances due the City before signing <br />the final plat. This procedural change has minimized escrow account <br />delinquencies. <br /> <br />Consideration of a Policy Change to Charge a Fee for Water Meter <br />Installation Rather Than Holding a Deposit On Meters. <br />Staff intends to make this recommendation to Council after completion <br />of a rate study for the utilities. <br /> <br />Federal Grants <br /> <br />The City of Ramsey is in the process of establishing an Engineering Department, <br />and the position of Project Manager within this department will be tracking all <br />projects including those involving grants. We also anticipate a more aggressive <br />approach to alternative revenue sources such as grants, provided staffing levels <br />are maintained. <br /> <br /> <br />
