PROPOSED CONDITIONAL USE PERMIT <br />GKADING, MINING AND EXCAVATION <br />PIN 23-32-25-24-0006 <br />as of 12/4/90 <br /> <br />On ,1990, the City of Ramsey, Anoka County, Minnesota, ("City"), issued a <br />Conditional Use Permit to Geoffrey Bridwell for excavating and exporting materials in the R-1 <br />Rural Residential District on the property legally described as follows: <br /> <br />Lot 3, Block 1, Lutz Ramsey Acres, Anok~ County, Minnesota <br /> <br />This permit is issued pursuant to Sections 170.013D and 170.017M of the Ramsey City Code. <br />The duration of this conditional use permit is 10 months from the date of issuance so long as the <br />conditions imposed herein are complied with. The conditions of this permit are as follows: <br /> <br />A restoration plan shall be provided and followed to minimize erosion on the site and which <br />plan shall not allow for more than five acres to be exposed at any one time. Restoration as <br />used herein shall be defined as meaning grading and topsoil replacement and grass seeding <br />such that turf is established which will prevent water and wind erosion. Weather <br />permitting, the restoration schedule proposed in the permit application shall be observed. <br /> <br />2. All final slopes shall be less than 12% in grade. <br /> <br />All grading and excavating shall be limited to 25,000 cubic yards. Subcut below final <br />proposed grade shall be made only for the purpose of soil correction and minor adjustment <br />of subgrade prior to application of the topsoil layer to final proposed grade. <br /> <br />4. The topsoil applied to the property shall not exceed 12 iinches in depth. <br /> <br />That the access to the subject property shall be from the proposed 153rd Avenue N.W. <br />thoroughfare and the rear property comers shall be officially marked and established when <br />the excavation is completed. <br /> <br />o <br /> <br />The site shall be properly safeguarded to prevent the general public from depositing <br />garbage or other refuse in the site. <br /> <br />Existing tree and ground cover shall be preserved to the extent feasible. All mature oak <br />trees along the marsh edge shall be protected and preserved. <br /> <br />8. No excavation or digging shall be made beyond the limits for which this permit is granted. <br /> <br />The mining operation shall be conducted in such a manner as to minimize intereference with <br />the surface water drainage outside of the boundaries of the operation. <br /> <br />10. <br /> <br />No grading or mining operations shall occur at below an elevation of six feet above the <br />elevation of the water table on the site. <br /> <br />11. The hours of operation shall be limited to the following: <br /> <br />7:00 a.m. to 6:00 p.m. Monday through Saturday; no operations on Sundays. <br /> <br />12. <br /> <br />No hauling shall be allowed off the excavation site or the 153rd Avenue N.W. construction <br />site. <br /> <br /> <br />
