CASE <br /> <br />REQUEST TO CONNECT TO CITY'S STORM SEWER <br />SYSTEM BY WASTE MANAGEMENT OF MINNESOTA, INC. <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />Waste Management of Minnesota, Inc. (WMMI) is in the process of preparing its response action <br />for the Minnesota Pollution Control Agency to respond to the ground water contamination <br />surrounding the landfill. The plan has been to drill several barrier wells and pump out the <br />groundwater, air strip it and discharge the groundwater into the Mississippi River. In order to <br />accomplish this, WMMI proposes to construct a forced main (i.e., a pipe that would carry water <br />under pressure) to a point where the water could be discharged into the City's storm sewer system. <br /> <br />Here is a summary of Staff's concerns: <br /> <br />l) <br /> <br />The quality of water discharge into the Mississippi River should be an improvement <br />over the Mississippi River water quality. <br /> <br />2) <br /> <br />The PH factor of the water being discharged should not cause any degradation of <br />the reinforced concrete pipe which constitutes the City's storm water system. <br /> <br />3) <br /> <br />The City of Ramsey should have no obligation to obtain or monitor an NPDES <br />permit. <br /> <br />4) <br /> <br />The discharge of water into the City's storm sewer system should be controlled so <br />that if at any point in time the demand for storm sewer capacity exceeds a <br />reasonable threshold limit, the discharge of water from WMMI into the City's storm <br />water system will be discontinued until such capacity requirements are relieved. <br /> <br />In order to evaluate these factors, the City of Ramsey would expect to receive a report from WMMI <br />addressing the aforementioned concerns. Such report has not been received as of the date of the <br />preparation of this case. However, WMMI has requested that this matter be placed before the City <br />Council. Consequently, Staff will not be able to review and recommend with regard to this matter. <br /> <br />Enclosed for your information is a letter dated November 30, 1990 from Bruce Weaver regarding <br />WMMI's request. <br /> <br />Council Action: <br /> <br />Consider request in the absence of any technical review. <br /> <br />Review Checklist: <br /> <br />City Administrator <br /> <br />CC:12/11/90 <br /> <br /> <br />
