(WMMI) is requesting approval <br />from the City of Ramsey to discharge treated ground water to the <br />City's storm sewer. The storm sewer being considered in this <br />request is located near the intersection of U.S. Highway 10/169 <br />and Sunfish Lake Boulevard. This request is being made in <br />conjunction with Response Action Plan (RAP) for the Anoka Regional <br />Sanitary Landfill dated February, 1990 and the National Pollution <br />Discharge Elimination System (NPDES) Permit Application submitted <br />to the Minnesota Pollution Control Agency (MPCA) and the City Of <br />Ramsey on August 2, 1990. Through the RAP, WMMI proposes to pump <br />and treat ground water that has been contaminated with volatile <br />organic compounds (VOC,s), then discharge the treated ground water <br />to the Mississippi River. <br /> <br />The NPDES permit, which is to be issued by the MPCA, will require <br />WMMI to remove 95 percent of the VOC's or use the Best Available <br />Technology (BAT) to treat the ground water before discharging to <br />the Mississippi River. To meet these requirements, WMMI is <br />revising the plans for the ground water treatment system to include <br />two air stripping units capable of achieving this level of <br />treatment. <br /> <br />After treatment, the discharge will be transported south, along <br />Sunfish Lake Boulevard, through a 12 inch forcemain. The forcemain <br />will discharge to the existing 36 inch storm sewer at the <br />intersection of U.S. Highway 10/169 and Sunfish Lake Boulevard. <br />The city's storm sewer would be used to transport the treated <br />ground water the remaining distance to the Mississippi River. <br />WMMI's design of the discharge pipe will include a liquid level <br />sensor within the City's storm sewer. The purpose of this sensor <br />will be to detect high flows in the storm sewer an automatically <br />shut of WMMI's discharge when these conditions occur. This will <br />insure that WMMI's discharge will not cause the storm sewer to <br />exceed its maximum design flow. <br /> <br />9/ <br /> <br /> <br />
