the community no longer chooses to discard these materials in a landfill, they should no longer be <br />considered waste. <br /> <br />Commissioner Thomd noted that the Ordinance indicates "discarded materials" and stated that the <br />items placed at the curb for recycling are considered to be discarded because they are no longer of <br />any use to the homeowner placing them at the curb. <br /> <br />Mr. Otto, in trying to explain the difference between the aluminum processing facility and the <br />recycling facility, stated that the aluminum processing operation is taking in waste, but forming a <br />product out of that same waste on the site, and therefore, it becomes a feed stock. The remainder <br />of the material he is taking in as part of the recycling operation is being transported off site and not <br />being recreated into a product. Mr. Otto stated that the materials Mr. Rychner proposes to receive <br />at the recycling portion of his operation are not considered feed stock until they arrive at their final <br />destination where they are reproduced into other products. <br /> <br />Mr. Rychner stated that he feels that he is processing the recyclable materials on site into feed stock <br />by way of smelting, baling, flattening and separating. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer and La.Due. Voting <br />No: Commissioners Thomd and Hendriksen. Absent: Commissioners Terry and Bawden. <br /> <br />The Commission proceeded to review the proposed Findings of Fact. <br /> <br />Commissioner Thorud questioned the appropriateness of the size of the parcel on which this <br />operation is proposed to be located versus the types and amounts of operations to be conducted on <br />site. <br /> <br />Mr. Rychner replied that his operation proposes to use just over two thirds of the available site <br />area. He is also proposing to purchase an additional 100' to the rear of the property in order that <br />the melting a~tivities can take place behind the existing structure. <br /> <br />Motion by Commission Deemer and seconded by Commissioner LaDue to amend Item gl of the <br />proposed Findings of Fact to eliminate the word "Waste" from the phrase "Waste Recycling". <br /> <br />Further Discussion. Commissioner Hendriksen stated that he believes the materials to be accepted <br />at the site are clearly defined as waste. Commissioner LaDue stated that his definition of waste is <br />something that has no further use and would be deposited in a landfill. <br /> <br />Motion carried. Voting Yes:' Chairman Zimmerman, Commissioners Deemer and LaDue. Voting <br />No: Commissioners Thorud and Hendriksen. Absent: Commissioners Ten3, and Bawden. <br /> <br />Mr. Dan Karst of Danny's Aluminum was present and recalled that just six weeks ago, <br />Commissioner Deemer was very opposed to his proposed expansion of his aluminum processing <br />facility. <br /> <br />Mr. Karst inquired as to why Commissioner Deemer is so completely in favor of Mr. Rychner's <br />proposal. <br /> <br />Commissioner Deemer replied that Mr. Karst does not have his act cleaned up and is emitting <br />smoke and has been emitting smoke right up until the day the Commission dealt with his request <br />for expansion. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to amend Item gO of the <br />proposed Findings of Fact to change the word "etcetera" to "and other non-hazardous metals". <br /> <br /> <br />
