The Permit Holder agrees to screen the aluminum processing and drop off facility from any public street. The Permit Holder shall submit a screening and landscape plan to the City for approval prior to commencing processing opera- tions. Such screening shall be achieved using grading, landscape elements, and/or plant materials which will achieve up to 90% opacity. Off-Street Parking. Off-street parking shall be provided such that there is at least one parking space for each employee on the maximum working shift plus three spaces for visitor parking. Surfacinq of Work Areas. Ail storage areas, parking areas and driveway areas shall be surfaced with bituminous or concrete. Buildinq Permits. No construction or remodeling of any structures shall commence prior to the issuance of a building permit by the City Building official and site plan approval by the City Council. Scope and Conduct of Operations. The operations permitted by this CUP may be performed on the Subject Property in confor- mance with existing statutory and regulatory authority and requirements of the City, Anoka County, Minnesota ("County"), and the Minnesota Pollution Control Agency ("MPCA"). Furnaces. This permit shall be issued allowing for the use of two melt furnaces as described by the Applicant in the CUP application support information submitted September 16, 1990. An increase in furnace capacity or a third melt furnace shall not be added to the operation without application and approval of a new CUP. Site Conditions. The Permit Holder shall regularly police the area open to the public so as to keep it in a neat, orderly, sanitary and aesthetic condition at all times. Site Security. The Permit Holder shall erect a security gate and restrict access to the site after business hours to minimize the occurrence of unauthorized drop off of waste materials.
