d) <br />e) <br />O <br /> <br />h) <br /> <br />Petition from 4 area residents not opposing the proposal <br />Petition from 11 area housholds opposing the request for an amateur radio tower <br />Visual impact schematic submitted by applicant <br />Proposed f'mdings of fact <br />Proposed conditional use pea-n-alt <br /> <br />I did survey other communities regarding amateur radio towers and similar structures and found <br />the following: Anoka processes all requests as conditional use permits; Andover has a height limit <br />of 35 feet and to exceed it requires a conditional use permit; Champlin has a height restriction of 60 <br />feet and to exceed it requires a conditional use permit; Maple Grove has an absolute tower height <br />limit of 50 feet and antenna height limit of 10 feet with no provisions to exceed those limits; Elk <br />River allows towers, antennas and chimneys to exceed the maximum structure height established <br />for a district by 100% and to exceed that would require a variance. <br /> <br />Observations: <br /> <br />On October 10, 1990, the City of Ramsey received an application from Howard Rohs and James <br />Monson for a conditional use permit to construct and maintain an amateur radio tower at 15705 <br />Traprock Su'eet N.W. <br /> <br />On December 4, 1990, the Planning and Zoning Commission conducted a public hearing and <br />reviewed Mr. Monson's request. The citizens present were most concerned with electrical <br />interference, visibility of tower and impact to surrounding property values. In response, Mr. <br />Monson noted that he has had an FCC license for 10 years and received one complaint of <br />interference which was resolved within two days. With respect to visibility, Mr. Monson <br />submitted a visual impact schematic which proposed to plant 20-30 foot evergreens along the front <br />property line every 15-20 feet for screening purposes. With respect to market value, Mr. Monson <br />did note that his tower has been located in an exclusive neighborhood of urban size lots in Ohio for <br />the past 6 years with no reported adverse impact on surrounding property values. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission has recommended approval of Mr. Monson's request for a <br />conditional use permit to erect and maintain an amateur radio tower contingent upon FAA's <br />approval of the construction as proposed. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Adopt Findings of Fact ~ relating to Mr. Howard Rohs and Mr. James Monson's <br />request for a conditional use permit to erect and maintain an amateur radio tower at 15705 <br />Traprock Street N.W. <br /> <br />-and- <br /> <br />Morion to: <br />Approve/deny Mr. Howard Rohs and Mr. James Monson's request for a conditional use <br />permit to erect and maintain an amateur radio tower at 15705 Traprock Street N.W. <br />contingent upon FAA approval of the proposed consnmcfion. <br /> <br />Review Checklist: <br />Council: !2/!8/90 <br /> <br />Zoning Administrator <br />Planning & Zoning Commission <br /> <br /> <br />
