Mr. Rychner noted that he bums 130 gallons a day of off spec drain oil. <br />The asphalt plant burns 10-20 times that amount per day and they operate at a temperature of 900 <br />degrees, where he operates at a temperature of 1,100 degrees. Therefore, the asphalt plant has <br />difficulty getting rid of VOC's so most facilities of that type use scrubbers and baghouses. <br /> <br />Harlan Rude inquired if Mr. Rychner washes the transmission casings before they are placed in the <br />furnace. <br /> <br />Mr. Rychner replied that the casings are moved 3-4 times before they go into the fumace and most <br />of the loose contaminants and soils are removed during the dismantling process. <br /> <br />Mr. Rude inquired if Mr. Rychner's facility will be using any monitoring equipment. <br /> <br />Mr. Rychner replied that he will be doing a complete emission study as part of the set up, but no <br />monitoring is required. The only monitoring equipment he has is a temperature gauge on the <br />stacks. <br /> <br />Sharon Dahlgren inquired if Mr. Rychner will be using waste drain oil or methane gas and how <br />much to fuel his furnaces. <br /> <br />Mr. Rychner replied that he would have to have both fuels available for his facility. The landfill <br />has indicated that they could provide methane gas for approximately 90% of his operating time. <br />Mr. Rychner stated that the used drain oil would be available as a back up fuel in the event there is <br />an interruption of the methane gas service or the related equipment requires maintenance. The <br />specifics as to how the methane gas will be made available to his site are yet to be determined. <br /> <br />Sharon Dahlgren inquired if the transmissions would be cleaned with solvents. <br /> <br />Mr. Rychner stated that solvents will not be used to clean the transmissions. Mr. Rychner clarified <br />that when he refers to cleaning transmissions, he means removing the heavy iron from them. <br /> <br />Sharon Dahlgren inquired if underground tanks would be used to store the used drain oil. <br /> <br />Mr. Rychner replied that he currently uses a 1,000 gallon above ground tank. <br /> <br />Sharon Dahlgren inquired if Mr. Rychner or the City is aware of the additional 189 pollutants that <br />have been identified by the EPA. <br /> <br />Mr. Rychner noted that a lot of the EPA requirements coming out are already addressed in <br />Minnesota legislation. <br /> <br />Lillianna Heinen - 6370-143rd Lane N.W. - inquired if any smoke and fumes emitted from the <br />facility would be monitored by PCA. <br /> <br />Mr. Rychner replied that emission standards are set by PCA. <br /> <br />Lillianna Heinen recalled that answers indicating that standards are set by PCA were the same <br />answers that were told to the area residents when Atlas Incinerators was trying to locate in Ramsey <br />and that ordeal cost the residents an arm and a leg. She stated that she is not ready to have Mr. <br />Rychner's facility located across the su-eet from her. <br /> <br />Mr. Rychner replied that the facility he cu~ently operates has almost the same emissions as a <br /> <br /> <br />
